Medical Coordinator
Position: Medical Coordinator
Status: Salaried
Contract duration: 6 months
Country: Jordan Base: Amman, with frequent travel outside of Amman, particularly to the north of Jordan
1. Jordan Mission Medecins du Monde (MdM) is a French based medical international non-government organization that has operations in many countries across the world, including France. Since its establishment, the organization has positioned itself as a strong in-country operator and in-country and international advocate that aims to change both health policy and practice to the benefit of the most vulnerable in the countries in which it works; this advocacy is heavily influenced by what the organization sees on the ground through its operations and through its direct contact with stakeholders, most critically, beneficiaries. MdM works through a rights based approach as articulated through the Declaration of Alma-Ata and promotes the primary health care philosophy as developed by the World Health Organisation. Underpinning this philosophy is promotive, preventative, curative, rehabilitative and supportive health care. The organization has been in Jordan since 2011 and up until mid-2016 it had projects focused on primary health care and mental health in Ramtha and Za’atari camp, respectively. In Jordan, MdM recognizes the Jordanian government as being the principal actor in the health sector. Following from that, MdM does its utmost to support the Jordan Government’s Vision 2025, its Health Sector Strategy and the Jordan Response Plan. MdM has been and will again be prominent in United Nations chaired health related coordination groups that support these strategies. In the short term, the Jordan mission is tasked with: understanding the current context, the needs that are not being met and how the organization can position itself relative to those needs; re-inserting itself into coordination groups; re-connecting with donors; and developing a country level strategy from which robust proposals can be developed. Ideally, the mission would be operational again by late 2017/early 2018. Supporting the mission to achieve this goal is the regional office which has been recently established and, in addition to the Jordan mission, is tasked with supporting the Iraq, Syria and Lebanese missions.
3. Hierarchical & Functional links Based in Amman, the Medical Coordinator reports to the General Coordinator and is functionally supervised by the Regional Medical Advisor, who is also based in Amman. Within the current hierarchy, the Medical Coordinator will not have any reports. However, this will change when the mission becomes operational.

5. Responsibilities
5.1. Representation and coordination:
Represent the organization in the presence of donors, government (central, governorate, district, and municipal level), other INGOs, local NGOs/CBOs, partners and other stakeholders;
Represent the organization in health coordination meetings;
Prepare for and participate in donor field monitoring visits, with a focus on answering any technical questions asked.
5.2. Program technical supervision
In close collaboration with the Regional Medical Advisor, ensure that MdM’s programmes are implemented through its Medical Framework, adjusting the methodology accordingly;
Participate in the development of the MdM Jordan country strategy containing both operational and advocacy elements;
Participate in the development of project proposals;
Lead on carrying-out assessments that emanate from and are in line with the mission’s strategy;
Supervise the technical aspect of program delivery, ensuring high-quality implementation;
Analyze programme medical data monthly, making programming adjustments when appropriate;
Technically validate purchases of medical items (e.g. drugs, medical equipment, etc.);
Oversee pharmacy operations to ensure a high-quality service is provided;
Ensure the proper supply and storage of drugs, in close collaboration with the Supply Coordinator.
5.3. Technical capacity building
Develop, update and validate medical standards, protocols, and good practices so as they are incorporated into programming;
Oversee the technical work of all medical staff working for MdM and MdM’s partners, and identify their training/support needs;
Ensure the implementation of a global medical training plan for all medical staff, including partner staff, when possible;
Deliver medical training if/when required and ensure medical training are properly delivered by MdM staff;
Facilitate regular Medical Unit meetings, medical briefings, and debriefings.
5.4. Team management
Technically supervise staff such as Medical Referents, Medical Team Leaders, and doctors;
Participate in the recruitment of medical staff and contribute to their medical training;
Among staff, ensure the strict application of and respect for MdM’s Internal Regulations;
Ensure that those supervised have clear activity plans that align with programme results and outcomes;
Provide regular formal and informal feedback to the team, particularly when it concerns any issues raised by them;
Guide the professional development of each member of your staff through informal conversations, the setting and monitoring of clear goals, and performance appraisals;
Resolve conflict within your team and seek support from your line manager and the HR Department when/if necessary;
In collaboration with your line-manager, draft, review and finalize job descriptions;
Support staff when necessary with respect to attending coordination meetings, the provision of technical advice and technical information, interviewing job candidates, etc.
5.5. Reporting:
Consolidate the relevant medical information; draft and submit a monthly report for your Line-Manager and the Regional Medical Advisor;
Contribute to the drafting of the monthly situation report by providing relevant information;
Contribute to the drafting of donor reports by providing relevant information;
Upon request, report on your activities to your Line-Manager;
Draft and submit a handover document at the end of your assignment.
6.Expected profile
Committed to MdM’s values;
Medical doctor preferably, nurse or midwife;
At least 10 years of professional experience, including 3 years in similar positions;
A strategic thinker who shows initiative and who responds favorably to a challenge;
Experience in emergency response;
Experience in negotiating with local authorities, partners and staff in complex situations;
The capacity to work in a volatile security context and the ability to adhere to and apply strict security protocols;
Excellent organizational, training and mentoring skills are required;
Strong interpersonal and intercultural skills;
Fluency in Arabic and English (oral and written) is mandatory.
