Finance and Grants Officer

MEDA invites applications for the post of Finance and Grants Officer for the Jordan Valley Links project in Amman, Jordan. The successful candidate will ideally be able to assume duties in September 2017. MEDA is a non-governmental, not-for-profit organization registered in Canada and the United States. It was founded in 1953 by a small group of business people who saw the need to invest with, and provide support to entrepreneurs and communities to help them take advantage of economic opportunities. The Finance and Grants Officer is responsible for supporting the financial operations of MEDA Jordan office, to ensure that all financial activities are performed according to MEDA and donor policies and procedures. The Officer is also responsible to facilitate grants and sub-grants, financial monitoring to Partners and Grantee. S/he will monitor Grant compliances, provide support to the partner as needed, ensure that all grants documentation and financial records are accurate. S/he will support the innovation and matching grant fund targeted to support Small and Medium Enterprises, Women and Youth Entrepreneurs and Private Sector.
Key Responsibilities
Finance & Accounting
Handle all aspects of day to day accounting operations and petty cash;
Receive invoices, receipts and financial reports from suppliers, partners and grantees and ensure their coherence, conformity and adherence to the required specifications and/or signed agreements,
Process payments to suppliers, partners and others in a timely fashion (through direct payment/operational advances/banks transfers/cheques) after obtaining the needed approvals;
Maintain the accounting books (for operational advances, salaries or advances to suppliers, receivables and payables, and ensure that the advances are paid back within the given timeframes with validation and justification;
Maintain an accounts ledger for each account and record incomings and outgoings on a daily basis;
Verify completeness and accuracy of all accounting documents;
Obtain monthly bank statement in the first week of each month for all bank accounts, and reconciling the bank statements;
Accounting System
Record all financial transactions in Sage accounting System and in accounting vouchers (physical copies)
Close the monthly accounts within the timeframes given and prepare monthly finance reports for MEDA HQ, in collaboration with the Senior Finance & Grants Officer
Financial & Grants Policies & Procedures
Support the implementation of finance policies, procedures and systems and ensure that MEDA’s rules and regulations are followed in a timely manner.
Ensure all financial transaction are complied with MEDA procedures and guidelines and are properly documented and stored (physical and electronic copy).
Ensure internal control procedures are followed for all cash disbursements, exchange, receipts and transfer.
Ensure the adherence to the Jordanian laws, including financial reporting, tax, labor and proper registration with all relevant authorities as required
Key Facilitating Partners (KFPs), Grants and sub-grants
Ensure that partners and grantees are following all the provisions that are stated in contracts signed with MEDA.
Review the partners’ recordkeeping processes regularly to ensure that all expenses claimed to the project are accurately documented according to the financial policies of MEDA and the donor;
Support the financial due diligence of KFPs, Lead Firms (LF) and Micro, Small, Medium Enterprises (MSME) applicants for the grant programs;
Conduct field visits to grantee and KFPs sites for verification and follow up purposes as required;
Matching Grants & Innovation Fund
Support Senior Finance & Grants Officer with finance review of applications for project grant funds
Support administration of grant fund disbursements, and requesting/monitoring financial reports from grant recipients
Utilize internal systems (CRM) to support the project to manage and process applications and communications to grant recipients
Monitor grant disbursement versus committed funds
Remind
Support in administering the Women and Youth Entrepreneurs (WYE) small grants – liaising with Value Chain specialists, cross-cutting team, and KFP
Reporting
Collate quarterly financial reports of the three grant mechanisms and submit to Finance Manager for consolidation and onward submission to MEDA HQ;
Performing other duties as required by the direct supervisor, Country Project Director and the MEDA HQ.
Essential Position Requirements
Bachelor’s degree in Finance, Accounting or other relevant field
Minimum of 3 years’ experience in accounting, finance and sub-grant management with international organizations;
Strong grants management, financial and audit experience;
Knowledge of major donors’ regulations including Global Affairs Canada, systems and procedures is a plus;
Knowledge of financial systems software, computer skills in Excel, Word, etc.;
Fluency in English and Arabic is required; and
Applicants must be a Jordanian Nationals.
