Food Security & Livelihoods Agriculture Technical

•JOB SUMMARY:
Under the direct supervision of the deputy program manager of livelihoods and food security, the Food Security & Livelihood officer will be responsible to develop and drive the project forward in everything; starting from planning to implementation of project activities.
FSL Technical officer is responsible to provide technical support in regard to agricultural practices and implementing agricultural activities to support farmers\herders in the FSL targeted areas in Dar’a and Qunetria.
S/He will be responsible for undertaking the needed study and implementation on agricultural needs in Southern Syria taking into consideration the security context and the contingency planning.
The technical Officer is responsible in providing support to identify the gaps and thereby suggest interventions / plan of actions and working closely with FSL implementing partners.
•RESPONSIBILITIES AND TASKS:
Job Responsibility #1 Planning, monitoring and reporting
•Develop the annual work plan for the related agricultural project component for which he/she is responsible with support from the line manager.
•Review and revise the plan each month with the line manager.
•Monitor the implementation of the plan in line with donor and CARE requirements including proposing any necessary changes.
•Report to the line manager on progress including contributing to donor reports
•Ensures compliance with all donor requirements and regulations.
•Keep necessary data records, beneficiary information and documentation
•In cooperation with line manager, properly documents the achievements and lessons of the project activities and disseminates to partners. This includes registering assistance on beneficiary databases.
•Work as a team player providing relevant information assistance to colleagues and ensuring project components for which she or he is responsible are interlinked.
•Supervise and train implementing partners’ staff in best practices.
•Maintain all relevant project documents in electronic and paper files (reports, contracts, agreements, and correspondence, meeting notes, training materials.
Job Responsibility #2 Monitoring and supervise partners’ staff
•Contribute to develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
•Supervise and monitor field team including setting work schedules and smooth coordination with partners CBOs and cooperatives.
•Ensure (with input from CARE’s line manager) that work procedures and if relevant standard operating procedures (SOPs) are in place, understood and being carried out.
•Monitor the work on the team through regular field reporting ensures the team produce reports, key project documentation (case notes and reports, meeting notes, project visit reports, activities report, photos and so on).
•Ensure project components are recorded by the team e.g. beneficiaries recorded on database if required.
•Provide CBOs staff with the required technical and logistics support as required;
•Manage/co-ordinate ongoing relationships with organizations at local and national level.
•Explore new opportunities for engagement with organizations at local and national level in line with CARE priorities and principles. Drive these relationships to maximize impact on FSL program.
•Working with CARE staff, ensure that there is due diligence work undertaken to assess partners and potential partners.
•Support and assist with monitoring and evaluation process.
•Collect and analyze the project’s inputs, outputs and indicators.
•Collaborate with and M&E staff to ensure effective planning and implementation.
Job Responsibility #3   Project Implementation
•Participate in the program review, design and implementation plans to identify the beneficiaries and their needs.
•Facilitate the implementation of Cooperatives income generating projects.
•Building Cooperative capacity and skills for their members, elected representatives, managers, and employees so they can contribute effectively to the development of their cooperatives.
•Manage Quality control and assurance of all FSL activities, including testing of seeds; provide programmatic and technical oversight.
•Conduct assessments, coordinate focus groups and ensure community participatory approaches in project design and implementation ensuring adherence to Sphere standards.

•Identify prospective FSL opportunities based on assessments and market analysis.
•Contribute and participate in the mid-term and term evaluation of the cooperatives (Effectively document all information related to project successes and best practices, videos, and most significant change stories on the project in the selected sectors, and document and report initial market assessment findings.
•Facilitate the women and youth cooperatives in the process of registration at Sector.
•Provide mentoring and coaching to producers and producer groups to build local capacity for understanding and connecting with markets; participate in regular.
•Provide support for organizing visits, meeting, events, trainings and workshop
Job Responsibility #4 Liaison & Coordination
•Liaise with local partners, NGOs, and other relevant entities for coordination and implementation, including with relevant clusters.
•Represent CARE in food security and livelihood meeting.
•Provide briefings to the Team Leader and other staff as appropriate on the progress of project implementation.
•Liaises with other stakeholders and partners to ensure coordination, presents CARE’s work and ensure coherence of the project with other similar activities;
•Maintain relations with implementing partners, beneficiaries, and local authorities.
•Helps facilitate and participate in project meetings and visits.
•Ensure communication and joint working with other CARE projects and teams.
•Analyze feedback from beneficiaries (questions and inquiries) and report back regularly.
QUALIFICATIONS
A.Education
Required: Bachelor’s degree in agricultural science/ agronomy
B.Experience
Required:
•A minimum of 6 years of experience in FSL and agriculture.
•A minimum of 2 years of experience working with non-governmental organizations.
Desired:
•Four years of experience working for NGOs or similar not-for-profit organizations.
D.Skills Required
Required:
•Experience in livelihood concept and Food Security issues in both emergency and development.
•Experience of managing and developing small team and the ability to motivate and develop others.
•Prior experience in practical application of farming techniques
Desired:
•Project Management, Effective follow up and planning skills.
•Demonstrated success implementing FSL activities.
