OBJECTIVE OF THE POSITION:
Under the line management of Support Services Manager, the Log Manager will ensure an efficient logistical support and operational framework: procurement, stock, equipment, premises and fleet management. The actual intervention context is characterized by remote management modalities: the Logistic Manager brings constant support and guidance to the logistic team and he is the responsible of the respect of logistic procedures.

RESPONSIBILITIES:
Under the line Management of the Support Services Manager, the Logistics Manager main responsibilities are:
1.Logistics management
Ensure the good working of his / her department
Forecast and monitor the logistic budget
Optimize the logistics response for his/her zone by analysing indicators, make recommendations and provide information updates
Ensure a good collaboration with program teams: plan and anticipate the logistics capacity development according to the projects’ development; provide logistics support and advice to the program team
Carry out a continuous collection, control and filing of the compulsory documents, ensure compliance with HI and donors’ procedures and facilitate external audit
Contribute to the smooth coordination and communication within the Logistic department
Contribute to the proposal writing by providing inputs related to his/her field of activity
2.Logistic process application
Ensure the respect of HI and donors’ logistic procedure and documents
Based on a continuous analysis of the logistics capacity, propose relevant adaptation of the processes (movements, planning…) and ensure its implementation, upon approval from the Logistics Coordinator
Provide the line management with a weekly activity report and forecast (Procurement, Stock, Assets)
Provide the management with a monthly activity report (Narrative, FUs, Analysis reports…)
3.Team Management
Ensure a functional link with log assistant/officer from other HI offices according to the team set-up evolution
Identify the needs and provide technical support and training to the logistic team
Be proactive in the creation of adequate tools to reinforce the team members capacities
Propose relevant needed adaptation to the organizational chart and contribute to its implementation
Process to any recruitment required on his/her department
Ensure strict application and respect of the Internal Regulation and policies within the logistic team
Ensure conflict resolution (personal and professional) within the logistic team and inform the line management
4.Procurements
Ensure the respect of purchase management procedures and documents (PSR, POs, RN, DN…)
Organize and monitor the supply plan
Edit the treasury forecast
Ensure the relevant procedure for each market and the compliance of the collected documentation with HI and donors’ logistic standards
Ensure the quality of the purchase and the respect of delivery deadlines
Balance between value for money and quality and sustainability of the goods
Ensure a good communication with the programme managers for qualitative and timely purchase planning
Ensure good management and follow up of the contracts
Internal audit and archiving of the purchase files
5.Equipment and assets
Oversee the management of all assets and equipment
Ensure the security and the follow up of the equipment used on the mission (identification, inventory, affectation, equipment files)
Ensure all equipment is operational and that staff is trained on its proper use, according to HI standards
Carry out a regular physical inventory of the equipment
Be responsible of the availability of communication means for the whole Hub team
6.Stocks management
Ensure the respect of stock management procedures and documents (Stock items request weekly and monthly basis, stock card, Delivery notes, waybills, packing lists...)
Supervise the transit stock management and control system
Ensure a monthly physical inventory of the stocks
Ensure the safety and good organization of the store and stock documentation
7.Fleet management and transportation
Ensure the respect of Fleet management procedures and documentations (Log books, Responsibility discharges...)
Ensure weekly movement plan is capturing operational needs and it is shared
Ensure that all the vehicles have the appropriate security equipment (triangle, fluorescent life-jacket, first aid kits, fire extinguishers...)
Propose the more relevant shipment system and process the related administrative formalities
8. Partnership follow-up and collaboration
Supervise the smooth follow-up of the logistics aspects and process with the partners
Provide the accurate support and capacity building to the partner logistic referents
9.Premises management
Ensure the good condition and maintenance of offices, centers and accommodations
Ensure the continuous availability of gas, drinking water, utilities and other welfare items in the office, centers and accommodations
Edit (or delegate) a comprehensive inventory of HI items (furniture, technical equipment, electrical appliances, etc…) within the premises and keep it up to date
Follow-up on HI property lease agreements expiration dates and anticipate the renewal
Make and update the accommodation board and organize arrival / departure
Ensure the management of expatriates & visitors accommodation in a cost efficient manner
Ensure the relevance between office size, location, etc…and the HI needs
Carry on (or delegate) research of premises according to the need and make proposition
10.Demonstrate an ethics and professional practice
Show professional ethics, respect and promote Handicap International mandate
Respect the Handicap International protection of children policy and protection of beneficiaries from sexual exploitation and abuse policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
Respect the Handicap International policy and mechanisms for the prevention of, and fight against, bribery and report to your line manager any non-respect of HI’s policies amongst the teams or partners.

OBJECTIVE OF THE POSITION:
The Senior Inclusion Officer will be in charge of overseeing and ensuring smooth implementation of both inclusion components (Inclusive Livelihood and Inclusive Health) under the line management of the Project Manager and in close coordination with Inclusive Livelihood Manager, Inclusion Coordinator and Inclusive Health Technical Advisor in Amman and in direct support of inclusive field team
As such, the SIO will set-up efficient relationships, ensure good coordination and develop adequate communication and monitoring mechanisms, not only within HI teams but management staff of implementing partners.

Team Supervised: Inclusive Livelihood Officer(s) and Worker(s), Inclusive Health Officer(s) [these positions are under the direct line management of the Base Managers]
RESPONSIBILITIES:
1.Support and monitoring of activity implementation of inclusive livelihood and health activities
Develop and implement the necessary trainings, monitor and support Inclusive Health & Livelihoods teams to ensure timely and quality project implementation (individual action plans, technical tools etc.)
Lead for North Hub assessment of barriers and facilitators, for access to health and livelihood services, for the most vulnerable persons at risk of exclusion;
Coordinate regularly within hub to identify training needs (HI staff and partners), problem-solving recurrent issues and keep information flowing, and update Line and Functional Managers accordingly
Ensure referral mechanisms within HI projects (PSS, Rehab, Risk Education, Livelihoods) are followed;
Support Inclusive Health/Livelihood teams by addressing questions/training needs of teams and partners and through regular skypes/meetings.
Monitor the overall implementation of the action plans of partner;
Fill M&E tools, summarize and report to Projects Manager. Put forward ideas and recommendations for improvements;
Participate in project launch plan, midterm and final evaluations
2.Human Resources Management
Participate in staff recruitment, in coordination with Projects Manager as per HR procedures
Management or functional link with inclusion staff (ILO, ILW, IHO)
Prepare induction process for new staff and ensure appropriate training/support is provided;
Conduct staff evaluation and address HR issues that arise as per HR procedures
3.Capitalization
Archive and share all necessary tools and documents adapted to North Hub with Inclusion Consortium;
Ensure regular collection of stories/data on lessons learned on inclusive health/inclusive livelihoods to ILM/IC;
4.Reporting and Representation
Contribute to the monthly "Situation Report" and to project reports as needed;
Represent HI in coordination mechanisms and meetings in Turkey as requested
Communicate with middle management of Livelihood Consortium partners, in coordination with Inclusive Livelihoods Manager – to avoid duplication/gaps in communication;
Communicate with Inclusive Health Partners as requested, in coordination with Projects Manager and Inclusive Health Technical Advisor
Ensure knowledge and involvement of Base Managers in regards to communication to partners in the field.
Ensure that confidentially of data as per guidelines is respected.
5.Security

RESPONSIBILITIES:
1.Context & Needs Analysis
Monitor and collect information related to humanitarian response & needs in areas of intervention, national and regional level (relevant reports published, new actors, gaps identified, etc);
Ensure continuous mapping of the humanitarian stakeholders and relevant health facilities
Provide with relevant information in a weekly written report (facts + analysis) on the humanitarian context
2.Program Support
Facilitate the harmonization among the projects (Health, Mine Action and Inclusion) and with the technical team
Participate to the weekly meetings between Project Managers and Project Officers and produce the minute of meetings
Support the (internal and external) referral mechanism
Prepare statistics for internal and external coordination
Support the PMs during recruitments, induction, staff management
Facilitate the preparation/amendment of Partnership Framework Agreement (PFA), Project Terms of Reference (PToRs) and Memorandum of Understanding (MoU), including all relevant annexes, with partners and other actors and for receiving the partners’ needed documentation
Monitor the projects’ whatsapp groups and alert the PM whenever relevant, archiving the media
3.External Coordination & Representation
Facilitate the Area Coordinator representation and represent him/her towards local stakeholders upon request, in line with HI principles & image
Attend external coordination meetings upon request and report on them
4.Internal Coordination & Reporting
Participate actively to internal meetings, produce the Base meeting minute of meeting upon Area Coo request
In link with the Regional Communication Advisor facilitate the production of external communication and advocacy data and documents
Assist the Area Coordinator and Project Managers in oral and written translation
Contribute and consolidate the Monthly Situation Report (Sitrep) and share with PMs and Area Co
Contribute to the production of donor reports or proposals upon request
5.Monitoring & Evaluation
Support the Area Coordinator & the Project Managers in monitoring the achievement of project’s indicators as requested
Contribute towards the design/adaptation and filling of tools to capture experience, knowledge and know-how in close collaboration with the operational team and MAEL Unit
Propose and establish a complaint mechanism
Support evaluation, assessment & survey (preparation, implementation, reporting) as necessary
6.Capacity building of project staff
In close collaboration with the Project Manager and upon needs, provide training and coaching to the Project staff in Syria throughout project implementation
