JOB SUMMARY:
Under the direct supervision of the Cash Senior Officer, the Cash assistant is responsible to provide assistance in, and assume responsibility for, the daily technical planning, implementation, monitoring and reporting of the cash for work activities and for ensuring proper coordination with the community and partners inside Syria.
-RESPONSIBILITIES AND TASKS:
Job Responsibility #1 Planning, monitoring and reporting
•Ensure that monitoring the implementation of the cash programming activities are on-going and in line with donor and CARE requirements.
•Ensure the updated plans and report submission are compliant with donor requirements and regulations.
•In close collaboration with programme’s partner, report challenges, issues and constraints arising from project implementation.
•Maintain all relevant meetings documents by taking the notes and ensure the circulation of decisions taken through email and hard copies.
Job Responsibility #2 Project Implementation
•Ensure Cash Programming activities are implemented according to plans, CARE’s standards and donor requirements.
•Ensure communities, partners and other stakeholders informed about CARE International activities.
•Maintain the necessary data records, beneficiaries’ information and documentation in place.
•In cooperation with line manager, properly documents the achievements and lessons of the project activities and disseminates to partners. This includes registering assistance on beneficiary databases.
•Maintain all relevant project documents in electronic and paper files (reports, contracts, agreements, and correspondence, meeting notes, training material)
•Support the Cash programming senior officer in planning and implementing cash programming activities, and ensure that activities are completed within the given timeline and achieved the intended targets.
•Help in the identification and selection of Cash programming beneficiaries.
•Maintain the necessary records, attendance sheets and agreements, as per activity guidelines.
•In close collaboration with programme’s partner, Ensure that the related cash equipment in the field are maintained in good condition and the necessary documents have been shared with CARE international on regular basis during and prior the implementation phase.
•Provide day to day support to beneficiaries, partners, field consultants, and other stakeholders.
•Maintain beneficiaries’ database(s) protected and update and share it on regular basis with the concerned departments.
Job Responsibility #4 Liaison & Coordination
•Maintain beneficiaries’ records, coordinate with beneficiaries and contractor to plan field activities regularly.
•Support senior cash programming officer in liaising with other units within the organization or externally with other actors.
•Assist weekly/monthly coordination meetings together with other members of the Cash Working Groups.
•In close collaboration with the partners, ensure the procured items related to cash programming received and they match the required specifications (in quantity and quality).

-QUALIFICATIONS
A-Education and training
Bachelor’s degree in Economics, social work, humanitarian Aid, or other related field.
B-Experience
Required:
•At least 1 year of experience in humanitarian work, and experience working in cash programming is a plus.
•Familiarity with data collection and monitoring and evaluation tools is preferable.
•Ability to evaluate businesses and develop/evaluate business plans is preferable.
•Strong interest in community development and cross-cultural communication.
•Strong multi-tasking, organizational, prioritization skills are necessary
C-Technical skills
Required
•Proficiency in written and spoken English and Arabic;
•Proficiency in Microsoft Office applications including Excel and Word;
•Knowledge of Sphere standards in humanitarian context.
•Knowledge of general finance, administration, information management and telecommunications skills.
Desired
•Experience or knowledge of working and living in the Middle East context.
•Familiarity with Red Cross/NGO Code of Conduct.
