Job Description
Job Title: Community Cohesion Specialist

BACKGROUND
The overall purpose of the CITIES project is to make municipal governance more effective in Jordan. Strengthened democratic accountability is critical to Jordan’s long-term stability and future prosperity. If Jordan is to remain on a steady track to transformational development, it must achieve fundamental changes in governance by supporting fully independent branches of the government and providing multiple pathways for citizen engagement in decision-making on priority issues. Strengthening municipal governance is a critical pathway to advancing democratic accountability.

Working through an integrated approach, CITIES implements innovative and sustainable solutions to service delivery, capacity constraints, citizen-government engagement, and community cohesion in those Jordanian governance structures that are closest to citizens and best able to appreciate and respond to their expressed needs. Achieving sustainable results and impact requires thorough and close coordination with Jordanian stakeholders and beneficiaries, USAID and USG implementing partners, and other donors working in Jordan. CITIES pay particular attention to building the sustainable organizational and management capacity of municipalities and improving their ability to respond to citizens.
Beginning in September 2016, CITIES is a 5-year project funded by USAID and implemented by Chemonics International. 
OBJECTIVE
 The general objective of this assignment is to work in tandem and coordination with project teams in targeted municipalities to promote community cohesion and resilience through engaging municipalities, civil society organizations, local government, private sector organizations, and local community actors in interventions that identify and address tensions and threats to cohesion.  The assignment involves designing, implementing, supporting and managing the implementation of community cohesion related interventions in an assigned number of municipalities according to the respective municipalities action plans. This requires frequent and responsive visits to the targeted municipalities and requires regular interaction with municipalities, civil society, and all key stakeholders in targeted areas for project implementation and the delivery of technical assistance. The Community Cohesion specialist should expect frequent daily and/or overnight travel within Jordan (up to 80%). 
PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Establish and maintain positive relationships with project partners (municipalities, civil society organizations, as well as, local government actors and local community members).
  • Identify and engage viable local partners including key community leaders, businesses, civil society entities, youth, women and marginalized groups to participate in related project’s activities.
  • Map threats to community cohesion and their impact on local communities and relations among the different segments of the community.
  • Organize and facilitate participatory community discussion and dialogue sessions.
  • Design and manage inclusive activities that promote community cohesion and resilience.
  • Be responsible for the implementation of Community Cohesion interventions plans in a number of municipalities.
  • Ensure inclusion of all community segments in project’s field activities.  
  • Build the capacity of municipalities, Civil Society Organizations, local government and local community members on areas related to the scope of this assignment.
  • Review and ensure that the concepts and applications for funding initiatives support activities consistent with CITIES Goals and Objectives
  • Coordinate grants’ process with CITIES Grants team in Amman, and provide regular oversight and guidance to grantees and project beneficiaries.
  • Coordinate with and provide programmatic support to other project components as they relate to community cohesion.
  • Document project activities and maintain all required documentation documents for M&E and Learning purposes.
  • Routine project related tasks including attendance of staff meetings, provide regular updates on implementation progress submission of required reports, and success stories.
  • Other tasks as assigned.

JOB QUALIFICATIONS:

  • University degree in related field. 
  • A minimum of 5 years of experience with at least 3 years of experience working with communities, civil society, and/or local governments in the field.
  • Ability to effectively liaise with regional and local government and civil society.
  • Knowledge of Jordanian communities and culture
  • Excellent communication, negotiation, and writing skills. 
  • Fair English language (spoken and written)
  • Flexible team player, with the ability to also work independently.
 REPORTING
The Community Cohesion Specialist will report directly to the Community Cohesion Team Lead or his/her designee.
WORKING LOCATION
The primary duty post is in Mafraq, Jordan with frequent travel to project-identified municipalities in the Middle, Northern regions and Amman and occasional travel to other project-identified municipalities in the Southern regions.
